Congestion Management Process (CMP)

The Congestion Management Process (CMP) is one of WAMPO's core planning documents. Federally required, a CMP describes a structured framework to systematically identify, analyze, and manage traffic congestion.

The Wichita Area Metropolitan Planning Organization (WAMPO) Transportation Policy Body (TPB) adopted the Congestion Management Process (CMP) on May 14, 2024. 

What is a CMP?

The development of a Congestion Management Process (CMP) is Federally mandated for Metropolitan Planning Organizations (MPOs) associated with urban areas with populations exceeding 200,000, qualifying them as Transportation Management Areas (TMAs).

 

A CMP represents an invaluable planning asset, as it describes a structured framework to systematically identify, analyze, and manage congestion. As the region continues to experience growth in population, economic activity, and transportation demand, ensuring efficient and reliable transportation networks is vital. Congestion on the transportation network not only hampers economic development but also diminishes the overall quality of life for residents. Addressing congestion challenges requires a strategic and comprehensive approach, including the utilization of a CMP.
