Transportation Improvement Program (TIP)
The Transportation Improvement Program (TIP) is a short-range program that identifies transportation projects to be implemented in the WAMPO region. The current TIP covers Federal Fiscal Years (FFYs) 2025-2028, spanning October 1, 2024, through September 30, 2028
Unified Planning Work Program (UPWP)
The Unified Planning Work Program (UPWP) describes what planning activities WAMPO staff and consultants will undertake, and how federal planning funds allocated to WAMPO will be used during the year. A UPWP serves several purposes, including defining the planning scope, budgeting and funding, scheduling, coordination, public involvement, and compliance.
Public Participation
WAMPO is committed to understanding the community's various transportation needs, concerns, and ideas about what needs to change or be improved. A Public Participation Plan (PPP) describes an MPO's strategies and techniques to inform and engage the public in transportation planning with the goal and purpose of maximizing participation and effectiveness.
Performance Measures (PMs)
Performance Measures (PMs) are quantitative criteria used to evaluate the transportation system. MPO's are required to set specific targets for each federal performance measure, which fall into 5 categories: highway safety (PM1), pavement & bridge condition (PM2), system performance (PM3), transit asset management (TAM), and transit safety.
Congestion Management Process (CMP)
A Congestion Management Process (CMP) is federally mandated for MPOs associated with urban areas with populations exceeding 200,000, qualifying them as Transportation Management Areas (TMAs). A CMP represents an invaluable planning asset, as it describes a structured framework to systematically identify, analyze, and manage congestion.
Regional Intelligent Transportation Systems (ITS) Architecture
A Regional Intelligent Transportation Systems (ITS) Architecture serves as a framework for the planning, deployment, integration, and operation of technology-driven solutions within the regional transportation network. WAMPO's 2025 ITS update includes an inventory of existing ITS infrastructure and outlines future deployment strategies based on extensive stakeholder input.
Title VI
Title VI of the Civil Rights Act of 1964, as amended, requires that no person in the United States of America shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity of any agency receiving federal financial assistance. WAMPO's Title VI Program Manual is updated in accordance with FTA Circular 4702.1B.
