Phil started his professional career as a Transportation Planner with the Wichita Sedgwick County Metropolitan Area Planning Department and later became the first City Administrator of Valley Center, Kansas.
From there Phil moved to Barton County, Kansas to serve as the Assistant City Administrator in the City of Great Bend. While there Phil was recruited to become the first County Administrator of Barton County by the Board of County Commissioners.
In 1988 Phil moved back to Sedgwick County to serve as the city manager in Derby until 2001. Phil's career in public administration continued outside of Kansas in his roles as the City Manager of Northglenn, Colorado and Troy, Michigan.
In 2009 Phil became the President and CEO of the Columbia Association, an non-profit community service provider. Phil served in this role until his retirement in 2014.
Phil spent most of his youth in Valley Center, but only after he moved to seven different states and many places in Kansas with his parents. Phil studied at Ft. Hays State University earning his undergraduate degree in Political Science and went to Wichita State University for graduate school.
